to be fake, comically, ridiculously to be fake, do you want that to be the headline on thursday? if not, come out, come out, whoever you are. now it is fine for "the last word" with lawrence o'donnell, have a nice evening. good tuesday morning. right now on "first look." president obama unveiling what the white house says is his key priority for is second term, immigration reform. after superstorm sandy hit, residents get what they have been demanding from congress. all that and a change for the boy scouts. the heat is on at the white house and burglars beware. good morning, i'm mara. the groundwork is laid and president obama will detail the plans for the broadest overhaul in nearly three decades. the president will make his announcement a day after senators unveil their plan.

nbcs tracie potts is live with more. good morning. >> reporter: mara, good morning. the president and lawmakers are talking about it. this time we could see action because both sides are motivated. if congress drags its feet on immigration, the white house has a plan ready. president obama will lay it out today in las vegas. the white house says it's similar to what democrats and republicans introduced monday. >> we are going to get pushback but americans are saying let's get it fixed. they are in line for citizenship after paying fees and learn english. >> no one should expect the members of the senate are going rubber stamp it. >> we will never put them on a path to citizenship until we have fully secured our borders. >> reporter: advocates for

the fire spread so quickly and how come 70 people were trapped in the report that is in the darkness because obviously the lights went out. the one exit was unlit so people were stumbling around in the dark. many went to the washrooms thinking there was an exit there. they were confused with the heavy smoke. many bodies were found trapped in the washrooms. there are concern that is the premises of the nightclub the fire safety permit expired last year. that i cannot confirm. it's been disputed. that is being investigated. there are reports it fire spread incredibly quickly. it could have been a foam on the ceiling that was highly flammable. there are reports the security guards actually blocked the exits initially because they thought people were trying to get out of the club without paying. investigations will be looking into that and more. i must say 75 people are still

in the hospital in critical condition this morning. >> what a terrible tragedy. thanks so much for that. >> it's not official yet. monday the boy scouts of america announced plans to reverse gaye scouts and leaders. there would no longer be a policy on sexual orientation. in 2000, the supreme court upheld the right to refuse gaye members. the boy scouts national board votes on it this week or next week rather. it will go into effect june 1st. church organizations are firmly opposed to the move. three months after superstorm sandy pounded the northeast, congress approved a $50 billion aid package. the senate passed the bill to fund rebuilding of homes. the president applauded the move and will sign the move as soon

as it gets to his desk. >> president obama hosted law enforcement officials to promote gun control legislation. at the meeting, police chiefs who have seen mass shootings including connecticut, tuson and aurora. the police chiefs urge the president to focus strengthening background checks and mental health systems but not the more controversial efforts. the white house called the meeting very protective. to australia where rains led to flooding of biblical proportions. they have peaked in the worst hit area but not before killing four people and forced thousands to flee. stranded citizens have been rescued by the hundreds from roads inundated with water. in some cases, raging with white water. here is your first look at

scrambled politics. john kerry's nomination to be the next secretary of state, he may submit a letter of resignation. an announcement could come wednesday on who would fill his senate seat until a special election on june 25th. meanwhile, hillary clinton will hold a town hall style forum at the state department taking questions in person and online. her last day will be friday. before she leaves, supporters launched a campaign to draft her to run for president. the group, ready for hillary filed a superpack. already has a facebook account as they ramp up a website over the next few weeks. don't expect an endorsement from president obama. former obama chief of staff says the president will stay neutral through the 2016 primaries. mitch mcconnell of kentucky, a republican leader in the senate may face a tough primary fight for re-election in 2014.

tea party activists are looking to oust him with help from democrats. members of the indiana legislature did their part for a good cause wearing suits and sneakers. itis an effort started by college basketball coaches to raise the level of awareness of cancer. a pro-russian political party leader ducked during a press conference when an angry woman threw sour kraut at him. that's your morning dish of scrambled politics. for a look at the weather, we turn to bill karens. good morning to you. busy weather day across the country. it's a crazy day. it's like it's march or april out there. yesterday in the midwest, the temperatures were off the charts warm. we were in mid-70s all the way in kansas city and st. louis.

the peak in kansas was the warmest you have ever seen in the month of january. that's the set up for what's going to happen today. it's a severe weather outbreak like in march or april. you are going to see a lot of moisture and warm air and a storm with a lot of cold air behind it. it's going to trigger possible tornadoes today. arkansas is at greatest risk. i'll show you that in a second. in dallas, you walk outside, it's 70 degrees. 67 in kansas city. already a record high at the stroke of midnight in kansas city. that's how unusually warm it is. be careful, snow in northern minnesota. it's this area of red, the greatest concern for tornadoes today. the state of arkansas, little rock, pine bluff down to northern louisiana back up to memphis. this is after dark. that's what makes it especially dangerous. the late night severe weather events. it's typically, when we look back and get the most

this, the senator's plan connected securing the borders first with the pathway for citizenship for the 11.5 million people here illegally. obama may say we have put a lot of money into securing the borders. he may try to de-emphasize making one contingent on the other. >> why is the president tackling this right now? >> caller: well, the republicans are finally ready to come to the table. obama won partly on the strength of hispanic votes. as john mccain said repeatedly, they know they have to work on immigration because they can't go into another election having most of the hispanic vote go to the democrats. that got them to the bargaining table. >> the president indicated this is a legislative priority, but
